"Train The Trainer"
Nevada Contractors Insurance Offers Forklift Class

OSHA representatives are routinely asking to see proof that forklift operators have received the extensive, equipment-specific training specified by regulation. In 1999, the standard was amended to include an operator training requirement. Operators must complete training on the specific device they operate, and also demonstrate the correct use of controls and operation.

Since such training is mandatory, it has become essential to prove that operators have been properly trained and certified. Issuing a card with the employee’s name, date of training, date of evaluation and name of the trainer is one way to do that.

It’s wise to keep the training records in the job site construction trailer with the other safety materials such as the written program and HAZCOM documents. Employers who cannot prove their forklift operators have been trained on their particular lift truck earn a $1000 fine per violation.

Since the standard was recently amended, the implementation date was staggered. As of December 1999, workers previously hired had until then to be trained. Proof of training should be kept in the company’s files and on the worker’s person in the form of a card. After December of 1999, however, all employees must be trained prior to assignment.

Nevada Contractors Insurance recently offered a "Train The Trainer" class on forklift safety to assist employers in meeting the requirement.

The class described the standard and the steps employers take to meet the requirements.

The standard requires that employers develop and implement a training program based on --

*  The general principles of safe truck operation;

*  The types of vehicles being used in the workplace;

*  The hazards of the workplace created by the use of vehicles;

*  The general safety requirements of the OSHA standard.

The standard calls for both formal and practical training. Formal is classroom style training such as lecture or video or a combination of each. Practical training is hands-on training utilizing the very equipment to be used in the field. The operator must demonstrate safe operation, and be observed and evaluated by the trainer prior to being certified.

Refresher training becomes necessary if –

*  The operator has been involved in an accident or near-miss incident;

*  The operator is assigned to drive a different kind of truck;

*  A condition in the workplace changes in a manner that could affect safety operation of the truck;

*  The operator has been observed driving the truck in an unsafe manner;

*  The operator has received an evaluation that revealed the operator is not operating the truck in a       safe manner.

Although such "Train The Trainer" classes do not satisfy the training requirement for workers in the field, such information has proven invaluable to supervisors and safety persons who must perform the actual field training.
